    BS 8484 explained: the standard behind accredited lone worker protection

    Not all lone worker monitoring services offer the same level of protection. Understanding what BS 8484 covers, and how accreditation works in practice, can help you make a more informed decision when comparing providers.

    When a lone worker presses the panic button on their device, what happens next - and whether it can trigger a Level 1 police response - depends on BS 8484 accreditation. Asking whether a security company has this, and to what extent, is hugely useful when comparing providers. 

    In this guide we comprehensively explain what BS 8484 is, what it covers, how it can trigger a police response, and how to tell if a service is fully accredited or just implying that it is. 

    What is BS 8484?

    It’s the British Standard covering the provision of lone worker services. Rather than being a law, BS 8484 is a voluntary code of practice, so no employer is legally obliged to use a BS 8484-accredited provider. However, where a risk assessment concludes that lone worker monitoring is an appropriate control, this standard is a benchmark that highlights whether a service is properly fit for purpose.  

    BS 8484 was first introduced in 2009, and it was revised in 2011, 2016 and 2022, making the latest edition BS 8484:2022. This latest revision widened the scope of the standard to explicitly cover pairs, small teams and home workers. It also reflected the fact that alerts now often travel as data, as well as traditional voice calls. 

    According to the British Security Industry Association, there are up to eight million lone workers in the UK. This shows that lone worker protection isn’t a niche concern and that sourcing a credible provider is a significant business priority.

    What BS 8484 actually covers 

    This standard looks at the entire lone worker protection service across four specific areas: 

    1. Supplier and business requirements

    This covers the stability, management, competence and insurance status of the provider to illustrate whether it’s reliable. The standard also examines how the provider handles personal data, because a lone worker's location and audio data are inherently sensitive. 

    1. The device or app

    The standard looks at what the lone worker carries, whether it’s a dedicated device or an app. Whichever is chosen, it should offer a discreet way to raise a panic alert, clear, two-way audio and accurate location reporting, while monitoring its own battery level and signal strength.

    1. Training and support

    When it comes to training and support, lone workers need to be confident that they understand how to use the device, while the provider must support managers in reducing false alarms, as related instances can risk the service being deprioritised by the police (more on this shortly). 

    1. The Alarm Receiving Centre (ARC) 

    It’s worth noting that the ARC itself is no longer directly covered by BS 8484, whereas earlier editions did set out specific requirements. Instead, this standard now points to BS EN 50518:2019+A1:2023, which covers how the centre itself is built, staffed and governed, and BS 9518:2021, which covers how alarm signals are processed. It’s a positive sign if a provider clearly understands and can explain this shift, and a bit of a red flag if they can’t. 

    Why it matters: the police-response connection 

    When a lone worker is genuinely in trouble, a fast police response can be vital. The police follow a graded response system to security alarms in England, Wales and Northern Ireland, as established by the National Police Chiefs' Council (NPCC). (Police Scotland operates a separate but broadly similar URN-based framework.) Level 1 is the fastest tier, though attendance depends on police resources at the time. 

    What you really need to know is that a Level 1 response is only available when an alert arrives through a chain that’s accredited to BS 8484:2022, and connected to a police force via a Unique Reference Number (URN). Without a fully accredited chain, the only route to the emergency services is for the lone worker or an ARC operator to dial 999. 

    Under BS 8484:2022, an app or device has to be able to connect to an ARC within 30 seconds of a red alert being triggered. But the standard looks at more than speed, it also covers how the alert is handled once it arrives. 

    When it comes to false alarms, lone worker systems are treated differently from intruder or hold-up alarms. The "three false calls in 12 months" rule, which applies to intruder alarms and can see police response withdrawn, does not apply to lone worker services. However, if false alarms persist, police response can still be taken away, and getting it reinstated depends on the provider showing the police that the cause has been remedied. This is why the standard’s requirements around training and support are so important.

    BS 8484 vs the law: is it a legal requirement? 

    As touched on earlier in this piece, BS 8484 is not a legal requirement. However, employers do have a legal duty of care to lone workers under Section 2 of the Health and Safety at Work etc. Act 1974 and Regulation 3 of the Management of Health and Safety at Work Regulations 1999, which requires a suitable and sufficient assessment of the risks employees face. 

    This duty of care comes from health and safety legislation, rather than BS 8484, but the standard provides you with a credible, independently audited method of demonstrating how your solution meets the requirements.

    The catch: ‘BS 8484 accredited’ isn't a simple yes or no 

    What’s really worth noting here is that BS 8484 accreditation can apply to one part of a chain, without covering another.  

    So, a provider might claim to be BS 8484-accredited, while in reality only part of their service is. In which case you don’t get access to a Level 1 police response, or the assurance that comes with knowing a provider’s full chain has been audited. It’s therefore worth asking a provider directly what they mean if they say they’re BS 8484-accredited.  

    The full chain covers the device or app, the provider itself, and the ARC, and every link needs independent auditing to gain legitimate accreditation. Alongside BS 8484 accreditation, a fully accredited chain depends on three other standards and benchmarks: BS 7858 for staff screening, BS 7984-2 for the response service, and NSI Gold. The latter is an independently audited benchmark for ARC operating standards in the UK, which requires regular reassessment, and gives independent evidence that an ARC operates to the required standard.     How to check a provider is genuinely certified 

    If you’re considering providers, don’t ask ‘are you BS 8484-accredited?’, because a yes might only mean part of their chain is. Instead, ask specifically: 

    • Which links in your chain are accredited, to which standard, and who audited each one? 
    • Can you provide the certificate and let us know the auditing body, such as NSI Gold, along with the date of issue? 
    • What are your ARC answer and time-to-verify figures, and how do you report them to clients? 
    • Do you hold a URN, and in what situation do you escalate to the police, rather than a nominated contact? 
    • Are your staff screened to BS 7858? 
    • Does your ARC conform to the current signal-processing and facility standards? 

    A provider shouldn’t have any issues answering these questions. And ideally they should be able to quickly share any relevant documentation.

    The SOS-button app trap 

    Some businesses treat consumer-grade panic-button apps as a cheaper equivalent to a monitored service. In some genuinely low-risk situations, a consumer app might be adequate. But on its own, an unaccredited app cannot secure a URN or trigger a Level 1 police response. 

    That isn’t to say that apps are necessarily inadequate, as they can be part of a fully accredited chain. Again, what matters is asking the right questions to make sure you get the level of protection your lone workers need. 

    The bottom line 

    BS 8484 is one of the clearest ways to tell a fully accredited lone worker service from one that isn’t. It’s an essential requirement to access a police response through the fastest channel, and it’s a sensible way to interrogate the whole chain, rather than just elements of it.

    How do I check a provider is BS 8484 certified?  

    Ask which specific parts of the chain hold current, independently audited accreditation and ask to see the evidence. A claim of BS 8484 accreditation can refer to just part of the service.  

    Is a lone worker app enough without BS 8484 accreditation?  

    For genuinely low-risk situations a self-managed app might be adequate. But without an accredited service chain, no app can secure a URN or trigger a Level 1 police response.
